Frank Douglas Bivins was born on April 20, 1941 to the union of Mr. D. K. Bivins, Sr. and Mrs. Jessie Mae Bivins in Hattiesburg, Mississippi. Frank was the youngest of four children. In his early years, he loved keeping up with his older brothers, D.K. Jr. and John Albert while looking after his only sister Mattie.
Frank, affectionately known by his family and friends as “Duck”, graduated from Rowan High School in 1960. After high school he attended Northern Arizona University, in Flagstaff, Arizona, on an athletic scholarship where he graduated with a Bachelor of Science degree in Biological Science. Frank went on to serve in the United States Army. After serving his country, he started working for the U.S. Department of Labor Office of Federal Contract and Compliance and after 40 years retired as an Area Director.
Frank loved his church and his family. Frank begin serving as a Deacon at Pilgrim Rest Baptist Church in Denver, Colorado. He continued serving as a Deacon at St. Mark Missionary Baptist Church in New Orleans, Louisiana and has been a longtime faithful member and Life Group leader at Hopewell Church in Jacksonville, Florida. Frank’s greatest moments as a servant of God was serving communion and baptizing his grandson, Franklin.
Frank was also known for his love of golf and mentoring. He was a certified golf instructor at First Tee of North Florida where he worked until becoming ill in 2019. Frank’s philanthropic nature was highlighted while he lived in New Orleans and Jacksonville through local civic and church organizations that focused on youth. Notably, he served as a mentor with Project Lead: High Expectations through the Links Incorporated. Frank diligently served in the Young Men Illinois Club, Inc. and later served as Club President. Frank attained the highest level of respect from his professional colleagues, and the loyalty and friendship of people in both New Orleans and Jacksonville communities.
On November 28, 2020, Frank peacefully entered eternal rest. Frank leaves to mourn his passing and to cherish his loving memory, wife, Patricia T. Bivins; five daughters, Tasha R. Bivins, Dr. Matiko B. Austin (Marcus), Demetre K. Bivins, Terri F. Stepter, and Kimberly F. Thomas (Darryl); six grandchildren, Jaelyn K. Stepter, Tate E. Robertson, Franklin C. Edwards, Madison Austin, Tia O. Thomas and Maverick Austin; nieces, Cheryll Lewis, Renita Bivins, Redonda Bivins, Redena Bivins Hicks (Ricky), LaJohn Bivins Pollitt (Anthony) and Erika Young (Brian); four great nephews, Jordan Brock, Jalen Young, Julian Young, and Reice Hicks; one great niece, Jessieca Brock, and a host of other relatives and friends. He was preceded in death by his parents D.K. Bivins, Sr. and Jessie Mae Bivins; brothers, D.K. Bivins, Jr. (Verna) and John Albert Bivins (Gloria); sister, Mattie Catherine Bivins Dennis; and niece Caroline Brock.
