Radiah Victoriah Elizabeth Lockhart affectionally known to many as “Vicky” was born on December 24, 1973 in Jacksonville, Florida to the late Elder Leroy Stokes (Janis Geneva Stokes) and Edmond Collins, Jr. She received her education at Sandalwood Sr. High School and her Associates Degree in Criminal Justice at Jacksonville University.
Vicky was a member of the Glorious Bethlehem Temple Church; she was baptized in Jesus’ name and filled with the precious gift of the Holy Ghost. She served as the Young’s People’s President, Usher Board and Choir Director.
Vicky was married to the late Talvi “Lock” Lockhart whom she loved and cherished. Vicky was the glue to her family and known to be the family counselor. Vicky was a source of endless support and light that shined brightly in both quiet and significant ways. Vicky loved corny jokes and had an affectious laugh that could be heard from any room.
Vicky departed this life on Monday, June 30, 2025 leaving to cherish her precious member while celebrating her life. She was preceded in death by her brother, Arlexi Carlisle.
Vicky leaves to cherish her memories, her loving mother, Janis G. Stokes; her one and only daughter, Tavante “Punkin” Jackson; her two grandchildren, Serenity Wilson and Aubrey Wilson; four brothers, Jamell Collins (Quitta), Michael Stokes, Leon Collins (Kameshia) and Matthew Stokes; three sisters, Kim Stokes, Brenda Stokes and Tiffany Stokes; and a host of nieces, nephews, other relatives and best-friend, Juandre Baylock.
